In a format where nearly the whole historical catalogue is legal, the list is less about containing the metagame and more about excluding the cards you physically cannot play in a tournament.
Why the Legacy banlist is the longest
Almost the whole history of Magic is legal in Legacy, so the list is not there to contain a metagame but to remove the cards you cannot play in a tournament at all. There are the ante cards, which wagered the ownership of the cards themselves; the ones that ask for physical dexterity, like flipping or dropping a piece of cardboard onto the table; the cards withdrawn for carrying racist content; and of course the cards too powerful even for a format where Force of Will is normal. It is the reason this page lists entries the official list only describes in a sentence.
How to check a Legacy deck
Before settling a list it is worth checking the cards in the other formats you might play them in: the complete banlist gathers every list on one page, and from there you reach the Vintage banlist and the Modern banlist. To see what the latest change did to the tables there are the Legacy decks and the Legacy tournaments, while the spoilers of the sets on the way are where you see, ahead of time, the cards that may push towards the next intervention.

Are there restricted cards in Legacy?
No. Legacy uses the banlist only: the single-copy restriction is Vintage's tool.
Why does the list carry cards I have never seen in a deck?
