The Commander banlist follows rules of its own
Commander was born as a kitchen-table format and its list shows it: rather than speed, it looks at the cards that ruin a four-player game, the ones that repeat an effect forever and the ones that win without giving anybody a chance to answer. Its list is managed apart from the competitive formats, so a card perfectly legal in Modern can be forbidden here and the other way around. Worth remembering, too, that many tables apply agreements of their own: this page carries the official list of the format, not the house rules where you play.
How to check a Commander deck
Before settling a list it is worth checking the cards in the other formats you might play them in: the complete banlist gathers every list on one page, and from there you reach the Pauper banlist and the Legacy banlist.
